Columbus traffic control plan requirements

All temporary traffic control devices shall be furnished, erected, maintained and removed in accordance with the Ohio Manual of Uniform Traffic Control Devices for Streets and Highways (current edition). All devices shall comply with the MASH 2016 crash testing guidelines.

Advance notification to the Temporary Traffic Control Coordinator scales with the change: 30 days for detours and road closures, 2 weeks for lane closures lasting 2 weeks or more, 3 days for lane closures under 2 weeks, and 1 day for closures of 2 days or less. COTA must be contacted 30 days before any closure on an assigned transit route.

Where not included in a signed plan, a TTC plan including pedestrian control shall be submitted to the TTC Coordinator at the pre-construction meeting or a minimum of ten (10) working days prior to beginning work.

Portable changeable message signs shall be installed a minimum of 7 days prior to closure of a roadway, advising dates, times and duration, and shall remain in place for 7 days after the closure starts.

All traffic lanes shall be fully open to traffic from 6:00 AM to 9:00 AM and 4:00 PM to 6:00 PM, or 6:00-9:00 AM and 3:00-6:00 PM in the Columbus Business District parking area, Monday through Friday.

Type C steady-burn or Type D 360-degree steady-burn warning lights are required on all barricades, drums and similar devices in use at night. Only 42-inch reflectorised channelizing devices are permitted for nighttime work, with TTC Coordinator approval.

All existing and proposed traffic control items shall be shown within the project limits and 200 feet beyond — 200 ft before the first and after the last sign — with each intersection shown in full including side street lane markings.

Any work within 500 feet of a signalized intersection approach stop bar must show all traffic control items, and the entire signalized intersection must be included in the plan.

The MOT plan must carry Sheet 1500 with MOT symbols, MOT Notes 1-6, and the Columbus calculation tables: Table 1 taper lengths, Table 2 advance warning sign spacing, Table 3 tangent length between shift and merge tapers, and Table 4 bike lane closure signs. Plans must show pavement markings stationed, lane widths dimensioned, driveways and curb cuts, signage with design codes and sizes stationed with offsets, sidewalks, ADA ramps, crosswalks, hydrants and parking meters.

All ROW permits shall be submitted through the Citizen Access Portal with an updated plan routing form. Provide a single PDF of the full-size permit drawing, flattened, with page labels matching the printed page numbers, following the City CAD standards.
